Highkey I think it's b/c it's already acceptable for men to desire a kind of control over other men's bodies so they don't necessarily recognise it when that occurs as a homoerotic impulse. A lot of people treat penetration as inherently masculine so wanting to top another guy is considered somehow "less gay". A hole is a hole and all that.
